Can I use copyrighted web content to train AI?

Maybe, and that's the problem: most web content is copyrighted by default, so "it was public" isn't permission. Whether training is allowed turns on the license, any expressed reservation, and your jurisdiction's exceptions (the EU's TDM rules, US fair-use arguments now being litigated). The defensible move is to check each source's rights and keep the record, not assume. Not legal advice.
